About the Assignment
ActionAid Denmark (AADK) has partnered with the Danish Ministry of Foreign Affairs (Danida) since 2018 under the Strategic Partnership Agreement (SPA), currently in its second phase (SPA II, 2022–2026), implemented with 17 ActionAid country programs, including Ethiopia. In Ethiopia, ActionAid Ethiopia (AAE) and local partners work with young people, particularly young women, IDPs, GBV survivors, and marginalized communities such as the Menja in Semen Bench, across Gunna, Elfeta, Ameya, Semen Bench, Dessie Zuriya, Raya, and Addis Ababa, pursuing three strategic objectives:
- SO1 – Democratic Space & Gender-Responsive Public Services (GRPS)
- SO2 – Resilient Livelihoods & Just Transition (climate justice)
- SO3 – Protection in Fragile Situations (humanitarian preparedness and response)
As the program approaches the end of its implementation period, AADK and AAE are seeking a qualified and experienced consultant/consultancy team to conduct an independent end-term evaluation of the Ethiopia country program. Full details are set out in the Terms of Reference (ToR), available on request / attached to this call.
Purpose of the Evaluation
- Provide a robust, evidence-based assessment of results achievement, effectiveness, and relevance of the SPA II program in Ethiopia against the OECD-DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability).
- Generate concrete, actionable recommendations to inform the design of future programming and a possible successor partnership.
Scope
- Time period: January 2022 to August 2026, including the Danida drought top-up response (2022–2023).
- Geographic scope: Gunna, Elfeta, Ameya, Semen Bench, Dessie Zuriya, Raya, and Addis Ababa (sampling of sites to be proposed and agreed during the inception phase).
- Methodology: mixed-methods, including document review, key informant interviews, focus group discussions, and review/validation of existing outcome harvesting data, applying a human rights-based, gender-responsive, conflict-sensitive and “do no harm” approach.
Who We Are Looking For
We are seeking a team with a profile that includes:
- Proven experience leading end-term/final evaluations of large-scale, multi-year, donor-funded programs (Danida experience an advantage).
- Experience with feminist leadership processes, intersectional feminist analysis, and decolonial/anti-racist approaches to evaluation.
- Familiarity with outcome harvesting and other results-assessment methods for human rights-based, policy-influencing, and advocacy interventions.
- Thematic expertise in one or more of: youth-led change, climate justice, humanitarian response/localization, gender-responsive public services, and/or GBV prevention and protection.
- Strong understanding of the Ethiopian development, humanitarian, and civic-space context, including conflict and displacement dynamics in Tigray, Amhara, and Oromia.
- Willingness to comply with ActionAid's child and adult safeguarding policies, given the involvement of GBV survivors and other vulnerable groups.

Requirements
Interested and eligible consultancy firms/teams are invited to submit a complete proposal comprising:
- Set of technical and financial documents separately.
- Technical proposal of not more than 10 pages, covering the proposed evaluation design and methodology, work plan/timeline and team composition.
- Financial proposals must be in Ethiopian Birr (ETB), including the overall cost, daily fees per team member, and costs by phase/activity/cost category, including anticipated travel costs.
- CVs of all proposed team members, clearly indicating relevant experience and responsibilities.
- Legally required documents (renewed license and TIN certificate, VAT registration) as well as credentials must be submitted.
